Training & Professional Development

In order to constantly improve and strengthen services provided to residents, the municipal organization must invest in its employees' continuous professional growth and performance improvement.

The Department of Human Resources promotes a culture of continuing education and professional development that enables high-performance and prepares employees for career advancement and supports succession planning.

Training Related to Legal Compliance Issues

Human Resources facilitates training for supervisory and non-supervisory employees that is customized for their specific work environment.

The Director of Human Resources and Legal Compliance developed a training presentation entitled Preventative Training for Managers/Supervisors, which provides an overview of key issues related to workplace sexual and discriminatory harassment, hostile work environment, and discrimination and retaliation. The Department also provides customized training and real-time consultations to both supervisory and non-supervisory employees relative to:

Sexual Harassment awareness and prevention training is not only a widespread best practice, but is also mandated by law. Since management plays a critical role in preventing harassment, Connecticut law (Connecticut General Statues Section 46a-54-204) requires two hours of sexual harassment training and education to all supervisory employees within six months of their assumption of a supervisory position. Safety-Related Training

Many Occupational Safety and Health Administration (OSHA) standards explicitly require the employer to train employees in the safety and health aspects of their jobs. The Town of Rocky Hill partners with Connecticut Interlocal Risk Management Agency (CIRMA), OSHA, and other agencies relative to training and education programs that address workplace health and safety. The Department of Human Resources and the Board of Education share training resources when possible in this area. Most training programs offered by CIRMA are free of charge. Continuing Education & Professional Development

Continuing education and professional development incorporate all forms of facilitated learning opportunities, and include activities related to credentialing, academic degrees, formal coursework, conferences and other formal and informal learning events sponsored by professional associations. In addition to such opportunities, tuition reimbursement programs have been established through collective bargaining agreements and the Personnel Rules. Library Partnership

In an effort to expand employees' professional development and continuing education opportunities in a more convenient and cost effective manner, the Department of Human Resources and Legal Compliance has partnered with the Cora J. Belden Library.

Human Resources will continue to work closely with Directors and supervisors to identify and develop continuing education and professional development plans for current employees. Rather than depending on external sources, existing, internal resources of the Cora J. Belden Library (including existing technology platforms and current employees with relevant, high-level expertise) will provide a wide variety of training and professional development options to Town staff.

Live, on-site training is provided on Microsoft Excel and PowerPoint and other courses are provided online on universal topics.
