The Town of Rocky Hill operates under the Mayor/Council/Town Manager form of government. The Town Council is the legislative and policy making body of the Town of Rocky Hill. The Town Council is made up of nine members for a two-year term, elected biennially. The Mayor is elected separately and designates a Chairman-Pro Tem, or Deputy Mayor, who presides in the Mayor’s absence.

The Mayor submits recommendations for appointments under the Council's jurisdiction and, as directed by the Council, appoints such subcommittees of the Council as established.

The Town Manager is appointed by the Town Council and serves as the Chief Executive Officer of the town and is directly responsible to the Town Council for planning, organizing, and directing all municipal activities, except schools and commissions separately elected or appointed by the Council. The Manager may provide assistance to appointed boards and commissions.

The Manager appoints department heads, sees that laws and ordinances governing the town are enforced, makes recommendations to the Council on matters deemed necessary or expedient, performs other duties prescribed by Charter, Ordinance or Council Resolution, and supervises all municipal departments through the department heads.

The Town Council meetings are held on the 1st and 3rd Monday of the month in the Town Hall Council Chambers.
