Certification of documents recorded in the Town Clerk's Office is two dollars in addition to the cost of the copies. Certified copies of a Civil Union License, Marriage License, Birth Certificate or Death Certificate are twenty dollars ($20.00).
Civil Union Licenses
Civil Union licenses in the State of Connecticut are issued in the Town in which the civil union will take place.
Civil Union application
Both Party 1 and Party 2 must appear in the Clerk's Office when applying for a civil union license to complete and sign the form as well as, to take their oaths. It is not necessary for both parties to appear at the same time, if their schedules do not permit it. You will need the name of the person performing the ceremony, or the church in which the civil union will take place as well as the telephone number. The civil union license is only valid for 65 days from the date of the application to the date of the civil union. The fee for a civil union license is $30.00 payable at the time of application. The original civil union certificate must be signed and returned to the Town Clerk's Office by the person performing the ceremony.

Dog Licenses and Fees
Per state law all dogs over the age of six months must be vaccinated for rabies and licensed by the Town Clerk of the Town of residence. This enables lost dogs to be traced back to the owner and vaccination to be verified in the case of a dog bite. The license is good from July 1st through June 30th and must be renewed each year during the month of June. A valid rabies certificate must be presented at the time of licensing. If a dog has been spayed or neutered a veterinarians certificate must be presented at the initial licensing or renewal after the surgery has occurred. If a dog is not licensed during the month of June, each month thereafter a one dollar ($1.00) per month penalty is added to the original fee. Dog license fees are as follows:
· $8.00 per year, neutered or spayed
· $19.00 per year, non-neutered or non-spayed
· Lost Tag $.50
· Transfer from town to town $1.00
Residents who need to register to vote should contact the Registrar of Voters office at 258-2715 or 258-2760.
The Town Clerk's Office is responsible for issuing, mailing and recording absentee ballots. Any qualified registered voter unable to vote due to the following reasons may obtain an absentee ballot.
· Illness or physical disability
· Absence from town during all election hours
· Religious beliefs forbidding secular activity on election day
· Serving as an election official at a polling place other than their own
· Active service in the Armed Forces
How to Apply
Applications for Absentee Ballots can be obtained from the Town Clerk, the Registrar of Voters, Democratic and Republican Party Headquarters or at the Secretary of the State's website http://www.sots.state.ct.us/.
Any qualified voter already out of town may have an application mailed to them. However, you MUST allow sufficient time for receiving and returning the application AND the ballot.
VOTING BY ABSENTEE BALLOT HAS THE SAME PRIVACY PROTECTIONS AS VOTING BY MACHINE.
YOUR NAME WILL NOT BE CONNECTED TO YOUR VOTE WHEN IT IS TALLIED.

The Town Clerks office is responsible for the filing of l80 different types of land records documents. The fees are as follows:
Recording Documents (Excluding MERS (Mortgage Electronic Registration Systems))
$53.00 for the first page, $5.00 for each subsequent page or portion thereof.
$2.00 each transfer reportable to the State
$5.00 if grantees address is not included on the deed

Conveyance taxes for local as well as State taxes are collected through the Town Clerk's office and monies are then forwarded to the State.

Liquor License Registration
Liquor licenses are issued by the state, but must be stamped by the Town Clerk's office. The cost is $2.00 per stamp. For further information about liquor licenses contract the State of Connecticut Department of Consumer Affairs, Liquor Control Division.
Marriage licenses in the State of Connecticut are issued in the Town in which the wedding will take place. Premarital blood tests are not required in the State of Connecticut.
Both parties must appear in the Clerk's Office when applying for a marriage license to complete and sign the form as well as, to take their oaths. The original marriage certificate must be signed and returned to the Town Clerk's Office by the person performing the ceremony.
Applicants under 18 years of age must have a consent from signed by their parent or guardian. If the applicant is under 16 years of age, the Judge of Probate must award consent for marriages performed in Rocky Hill. Please contact us for further details
Mechanical Amusement Licenses
The regulation by licensing of mechanical amusement devices, including pin game machines and other machine games of skill and the constant supervision of the operation of such machines is required in the Town of Rocky Hill. "Mechanical amusement device" is defined to mean: (a) any mechanical pinball amusement device which is so constructed that the result of its operation depends upon chance, or upon the skill of the operator, or upon both; (b) any mechanical device which in its operation shoots or propels an electric light, ray or impulse to a target; (c) any table bowling, shuffleboard or other mechanical table game or amusement device involving the propulsion of spheres or other projectiles, mechanically or by hand; (d) any coin operated or coin-in-the-slot table amusement device or game. A "person" is defined to mean an individual, partnership, corporation, club or association.
No person within the Town of Rocky Hill shall have in any place within a permanent structure open to the general public or occupied by any club or association any mechanical amusement device without first having obtained a license therefore, and no person shall have in any place within a permanent structure open to the general public no more than four (4) mechanical amusement devices.
How to Obtain a License
Applications for a Mechanical Amusement License can be obtained from the Town Clerks Office. The application will then be referred to the Police Chief for approval. The current fee is $75.00 per machine per year. Licenses expire on June 30th of each year. The fee for processing of the application by the Police Department is $50.00.
Notary (Sec. 7-34a, 3-9n, 3-94o) This office provides notary recording services to notaries as well as notarizing documents for the public. Unfortunately we cannot notarize wills, power of attorney, or any document being recorded in the Rocky Hill land records.
There is a $5.00 per signature charge for notary services.

Trade Name Certificates
Persons opening a sole proprietorship business in Rocky Hill are required to file a Trade Name Certificate with the Town Clerk's Office. The cost for filing this certificate is $5.00. Applications can be obtained by contacting the Town Clerk's Office. Corporations, LLC and partnerships are required to register with the Secretary of the State, Economic Development Department 1-800-392-2122, or www.sots.state.ct.us.
All Solicitors, Hawkers, Peddlers, Salesmen and Canvassers must obtain a permit from the Town of Rocky Hill.
A "canvasser" or "solicitor" is defined as any individual, whether resident of the Town or not, taking or attempting to take orders from anyone on the premises of a house, apartment, condominium or other place of residence for sale of goods, wares, merchandise, including articles of foot, or personal property or any nature whatsoever for future delivery, or for services to be performed in the future, whether or not such individual shall carry or expose for sale a sample of the subject of such sale, or whether he is collecting advance payments on such sale or not.
A "hawker" or "peddler" means any person, whether principal or agent, who goes from town to town or from place to place in the same town selling or bartering, or carrying for sale or barter or exposing therefore, any goods, wares, merchandise, including articles of food.
An "itinerant" vendor is defined as any person whether a principal or agent who engages in a temporary or transient business in this State, either with one locality or in traveling from place to place selling goods, wares, merchandise, or conducting any close-out sale and who for the purpose of carrying out such business or sale hires, leases, or occupies any building or structure for the exhibition and sale of such goods, wares, and merchandise, temporary or transient business meaning and including any exhibition and sale of goods, wares or merchandise which is carried on in any tent, booth, building or other structure, unless such place is open for business during usual business hours at least nine (9) months in each year.
A "salesman" is any person who shall sell or expose for sale, or solicit orders for any articles of food, or any goods ware, merchandise, materials or services, or solicit for any contracts within the Town of Rocky Hill, to or from anyone on the premises of a house, apartment, or other place of residence, and shall include canvassers, solicitors, hawkers, peddlers and itinerant vendors as above defined.
An "organizer" is any person who employs on any basis whatsoever another person to solicit and/or canvass on his behalf or on behalf of a firm or organization that he represents.
How to Apply
Applications for this license can be obtained from the Police Department. At the time of filing the original application, a fee of $50 will be paid to the Police Department for fingerprinting and a background investigation, which is exclusive of the fee for the permit. Once the background investigation is complete and the applicants character and business responsibility are found to be satisfactory the Chief of Police will endorse his approval, and the application forwarded to the Town Clerk, who upon payment of the fee while issue the license. If the permit is for a fixed location approval from the Zoning Enforcement Officer must be obtained prior to the form being forwarded to the Town Clerk. If the permit includes the sale of food, a food license must be obtained from the Central Connecticut Health District (860-721-2822) prior to the application being forwarded to the Town Clerk.
The fee for a vendors/solicitors permit is $10 per month/ or $75 per year per individual.
Veterans Discharge - AKA Military Discharge
All Veterans who served during war time are eligible for a reduction on the assessed value of their property, if they own property in town, or on their motor vehicle if they do not own property in town, by recording the DD-214 (Discharge Papers) with the Town Clerk's Office. These are then forwarded to the Assessor's Office to be applied to your taxes. The cut-off date is October 1st in order for it to affect your following July's tax bill.
Duplicate copies of DD-214'scan be obtained by requesting and completing a Standard Form 180 (SF 180), Request Pertaining to Military Records, to the National Personnel Records Center, Military Personnel Records, 9700 Page Boulevard, St. Louis, MO 63132-5100. The form may be obtained by calling (800) 827-1000.
